Contributions In Aid of Construction: A Discussion About the Distribution System CIAC Problem

Despite what many industry stakeholders regard as clear guidance from Treasury over the years – most recently and comprehensively in its Notice 2016-36 issued 8 years ago, this June – many utilities are imposing tax-related charges to distributed clean energy generating facilities, contrary to Treasury Department guidance. In this Quick Talk we will explore the history of the CIAC issue and discuss upcoming efforts to remedy this situation which is artificially increasing interconnection costs and holding back the energy transition.
